Should you be paying tithe while you're owing people money? Man's tweet starts debate

Is it morally right to take a percentage of your income to give to the church while you are owing people and probably denying them their next meal?

A man tweeted that before you pay your tithe, you should first pay back those you owe money and his tweet has led to a debate on Twitter.
